Is it in Gozo somewhere in Kercem? I saw something very similar on the way to Sarraflu this New Year long holidays.

In the public garden in the very center of Victoria (I forgot the name of the garden) there's a bougainvillea tree shaped as normal treewuth trunk and crown.

Exactly Zurrija. It is found on the way to San Rafflu where there are those non-native frogs.
