Encountered a strange cage under a carob tree. What animal/bird is meant to catch?

Rats???? which rat would enter the trap in the middle of the wild with plenty of carobs and sources of food all around??

However I recall it was loaded with carob fruits (under a carob tree) Strange

Ask the rat.

Maybe it was thrown away, not a big surprise certainly.

By the looks of it, it's broken. The flap in the middle should by default be closed, opening only with the weight of the rat.
