I do have a very good idea of what this is, but since there are 2 very closely related species I'd much rather let you guys do the ID'ing.
Another q. This seems to be "summer deciduous" is this normal?

Ok not to spoil the fun - is this the "big" one or the "small" one?
I seem to find info that this is a typical winter deciduous tree, but here it lost all its leaves in summer and started sprouting after the rains. However it is known as an early starter in Spring in much colder climates than here, so likely it does not drop anything in our winter and drops in Summer due to dryness, it is located by the side of a field in open flat farmland, far away from any valley. Oh, and in Malta
It puts on a very beautiful display in spring, I had often seen this single tree and wondered about it, thought it was an exotic, and when I saw the flower display, then I said wowww... I missed the fruits though, apparently edible when ripe (strictly).

Your short or black clue leads me to the elder (Sambucus) - I have never seen this plant (either one species or the other) and to be honest would not have recognised it. You made me spend quite some time looking up anything finishing with nigra or nana or dwarf or black
- I need to work harder on trees and shrubs since I am unable to recognise some of them 



sambucus nigra, probably not native but found sometimes in old gardens since it was used as a remedy. i think i saw one in feb without leaves and several in spring with leaves and flowers. so im quite amazed that it should drop the leaves in summer. but with the Maltese summer ill believe everything.
the 2 sp are easy to recognize. Nigra is a shrub or tree, ebulus is a herb. i know ebulus only from Gozo and would be pleased if someone could show it to me in Malta. the beries are said to be deadly, but others say they are edible. try them and tell me if you can.

I can assure you that it was fully bare in summer, and that it has only started to go green with the first rains. It was under observation

well, nigra is only mildly poisonous. eat too many raw berries and i ve been told it starts comming out both ends. sometimes i eat a few ripe berries if there is nothing else around to nibble but it tastes like you dont want to eat tooo many.
syrup, wine or liquor from the berries and flowers are very popular in some countries and i have made them several times. cleaning the kitchen afterwards is more work than preparing the stuff.
