Possibly it is a dead Cuscuta epithymum which has killed a shrub.

I always name this types O. fusca s.l.

No, not different stages but different forma- try to taste the fruit: if it is very sharp it is Capsicum annuum var. annuum (Maltese: Bżar ikkulurit or Bżar ħelu) if it is really hot (I suppose all 4 pics) it is Capsicum frutescens (Maltese: Bżar aħmar or Felfel)

Yes, involucral bracts of the inflorescence buds. Edible parts of the bud are the fleshy lower portions of the involucral bracts and the base (heart) of the bud. The immature flowers (florets) in the center of the bud is the so-called choke which becomes inedible with age.
