The plant is called Disphyma australe, and I saw it again 15.5.2014 and it has doubled in size. Thanks for answering. The site is near Fort Ricasoli, there is a small chapel and cemetary for pesta victims just in front of it, the plant was found among rubble as you can see and not in a garden.
